PLEASE HELP because PayPal isnt!

Ok, so there was an issue that originated with eBay, I had listed an item for sale last year and it wasn't selling I was only getting scam offers. I removed the item and sold it locally and thought all was good.  All of a sudden a couple weeks ago someone sends me money for the phone, which I did not know was reactivated on eBay or whatever happened.  I thought it was a scam because I have had that happen with selling phones before and they were able to scam me with PayPal by spoofing their stuff and actually having the payment show in my account as pending.  They tried having me refund the money to them but I didn't actually have any money from them, I had to contact PayPal and they confirmed it was a scam, I had to send copies of emails and texts to them and report it to the Better Business Bureau.  Anyways, I thought that was what was happening again, then the buyer asks for a tracking number, I go back and forth a few times, still believing it was a scam, contacted PayPal sent them a copy of the email and they even told me they did not send it that it was a scam.  Well turns out, it doesn't appear to be a scam.  I don't want to scam the buyer either, I just wanted the transaction cancelled out and them to not lose anything and me not lose anything.  The payment he sent me is still showing on my account as held and pending so I haven't actually received his payment, so I don't have any money.  He wants a refund, which I understand, but if I refund or send him money back then what happens to that pending transaction? Is it going to finally post to my account so I actually get my money back and he gets his money back so it all cancels each other out and it's like the transaction never happened or am I now going to lose the payment he sent, which hasn't posted, and then also lose the money I have to send or refund him? So then I am actually out several several hundred dollars? I have reached out to PayPal and I have been trying to get a response for a while now and nobody is helping me.  It keeps saying they will respond in a few hours, then within an hour and then within 5 minutes, 3 minutes, 1 minute but NOBODY is responding and helping me.  PLEASE HELP because I am in uncharted waters and I don't want to lose several hundred dollars that I don't have and  can't afford to pay out. ...
