Can't log in on phone, keep getting "call us to co...

Hi all,   I tried logging in on the PayPal app on my phone today, and after successfully submitting my login details and the additional security code through a text message, I suddenly got a "call us to confirm your info, we need confirmation via another way, call us for assistance" message. There's a button with "call us", but after pressing that the phone number its calling (0800 265 9239, I'm located in the Netherlands) doesn't work. It rings a few times and then says "call failed", every time. Logging in on my desktop works just fine. After the login credentials and the security code, I'm successfully logged in, and I don't see any warnings anywhere that I need to confirm or verify something. However, this didn't resolve the issue on my phone.   Does anyone know what might be causing this and how to solve this? I use PayPal frequently and have never experienced anything like this.   Edit: I just found out the phone number is only available on weekdays between 8 AM and 4:30 PM (still unsure why it doesn't have an automatic message saying "sorry, we're closed" instead of just getting a failed call).
