$1000 credit card hit out of the blue.....

I've been using paypal for all my credit card transactions through by website for over five years. Never a problem or chargeback. Last week, a guy ordered twice $500 each time and he was a thief.    But everything in my system and the CC approval was legitimate. I Have proof of delivery and sent it to them. After a couple of weeks, Paypal reports to me that "the bank of the credit card issuer decided it isn't the fault of them or the card holder"   So bang $1000.   Two questions.....I can document everything, the order the shipment, the shipping receipt. Do I have any recourse outside of paypal?  How do I even find the bank that made this $1000 determination. Do they really get to do this to me?   And second, is there some setting I am missing in the CC processing?   Some extra level of checking?  Some kind of insurance?  Some box I'm supposed to check off?  Some pieces of data that I have to put in?    I thought that after paypal accepted the card through its system that I was OK.   Hmmm.....   thank you all! ...
