We recently authorized 3 payments to a merchant who turned out to be fraudulent. The total amount of the payments was $2000. Luckily, our bank was able to stop the payments to the merchant. Now PayPal says we owe PayPal $2000. No money was paid out by our bank so I assume no money was paid, therefore, by PayPal. Why am I being charged by PayPal? Are they acting like a bank? Do they pay merchants and wait for banks to pay them? I cannot use PayPal until that charge is deleted so please delete the charge in PayPal or tell me how I can get it deleted. Thank you.
