So... one of the things I discovered while this kept popping up is that my box was oversized. Meaning that when I went to USPS.com to try and print out the shipping, I had to click a box that said "one of the measurements is over 12"... and that bumped up the price a ridiculous amount. So I went back into paypal and played with the settings and told it my box was 12" x 12" x 12". BOOM - fixed it. (Mind, this was after I tried everyone else's advice and unlinked the card that expired this month, logged out, logged back in, turned around 3 times, spit over my shoulder, etc. etc. Don't know if that's what you're running into.
