Seeing as the payment was made more than 180 days ago, I can't open a refund claim. Does anyone know how I can work around this? (First time posting on Paypal Community, forgive me if this is the wrong board!) Here's my situation: I commissioned artwork online last July and no progress was done on the artwork at all and the artist told me that they didn't know when they could finish the artwork as they were having some issues going on, so I asked for a refund in September (which they agreed to pay back) and I still have not received it... I had not heard anything negative about them previously, and I love their art, which is why I thought it was okay to commission them. Here's a little timeline of the refund situation :") I paid $51. 2019 04 Sept: Asked for refund, they said they get paid on 13/09 so they'll refund me then. 13 - 20 Sept: No response despite me sending them messages on the 13th, 16th and 19th. 21 Sept: Submitted a refund claim through paypal, that's when they responded. Agreed to give them more time until 05 Oct, cancelled the claim. 14 Oct: Had another convo with them, one of the messages they sent:"Sometimes it's hard to meet deadlines when you're dealing with nothing but **bleep** in life. Don't assume I'm not doing anything when I just told you I've slowly gotten back into art. I'm rather frustrated now so I'm going to call it a night on this conversation." 25 Oct: Told me that they have "enough for (my) refund now since the auction for (one of their OC designs) just ended, paypal is for some reason holding that money though. However as soon as it releases ill send it asap." Buyer of the OC sent it in CAD instead of USD, so they did not have enough to cover the refund in USD. I opted to wait until they had 51 USD so they could just send me the full amount once. 26 Oct - 29 Nov: No responses, no updates, nothing. (Despite messaging on 14 Nov, 23 Nov and 29 Nov) 29 Nov - 01 Dec: They told me they'll only be home after New Years' - As their drawing tablet is at home, they wouldn't be able to make any new artwork to sell. So I said,"Okay, as soon as you can then? Mid January?" and they said "Once I'm home and able to draw again I can, so mid January I can do." 24 Jan: Asked them to refund by the end of January, they said "I can try." 2020 31 Jan: Had a long convo, this is part of what I said and sums up my feelings - "It'll be 5 months (just waiting) for a single refund in another day or two when February hits, thats honestly very long (of a wait). i'm trying to be as understanding as i can here but this is getting ridiculously long." 19 Feb: I asked,"Would you be able to get the refund in by the end of February?" and they said,"I'll do my best to." 28 Feb: Me:"February's ending already, this just keeps dragging on and on.", Them:"Its nothing i can control" 29 March: They said that they've "been busy and ultimately taking a break from things due to some personal things (they're) dealing with. (They) have no time or motivation for anything atm." which is why I even asked for a refund last year as they were having some issues and had no motivation to do art as well. 30 March - 20 April: No response, despite me messaging them on 05 April and 07 April. Also, I think they've tried to guilt trip me multiple times or got annoyed/angry at me for talking about the refund. Keep in mind that I have always tried to word my words and type in a polite manner, so I don't unintentionally offend them. These are some of what they have sent me before. "You have to come to realize how hard it is for me to actually get by." "Like I've said. you know my situation. The fact it took 5 months is out of my control. I kind of have to focus on trying to feed myself before refunding someone for art." But as a member of the art community myself, I've of the opinion (and have had people who I've talked to about this tell me the same thing) you shouldn't have used the money for an uncompleted commission. If things are getting hard, instead of using the money and coming up with excuses, refund the commissioner the moment you know that you won't be able to do the artwork. The thing is, they've had multiple sales/commissions (I know as they posted on their deviantART account) since the start of the year, and their commissions/sales (see above, 25 Oct) are at least 10s of dollars. Two of those sales would be at least enough, if not more than enough, to cover my refund. Does anyone know if there is anything that I can do? This is honestly very frustrating, and I have tried to be understanding and accommodate them, but July is pretty much just 2 (and about half) full months away.... Thank you!
