Does anyone else notice that paypal has shutbdown the only portion of the help center that can actually help someone do something that can't be done without them. My card is declining transactions even though i have over $450 in my available balance so i called,emailed,messaged,looked through community but there is absolutely no help for real issues

My paypal card is declined even though i have money in my account. Available balance $450. No charges pending no emails or messages nothing saying theres a problem except "payment transaction authorization declined. Transaction declined "

Is there anyway to withdraw my balance without a card. I seen something about Walmart. My PayPal debit Mastercard is damaged so i can't use atm and i have no bank account
