I made a purchase using PayPal but without a PayPal account. It's been months but the items haven't arrived. I'm trying to make a dispute but can't. I made a PayPal account with the email I used to make the purchase, but the order is still not showing up. I have a receipt number from PayPal but don't know how to use it to file a dispute that isn't listed on my account.
