I had this exact thing happen to me today also. A verify bank attempt was made to one of my bank accounts that is not associated with paypal at all. I had to pay my bank $30 to block paypal transactions. If I was not getting deposit notifications from my bank I would not have known so quickly. Glad I was able to stop it but due to the conronavirus papal has not phone support available. I used the chat system an hour and a half ago do report this issue and it says expect a representative in an hour and its 90 minutes later and i still have not response. So in the meantime I called my bank and did the stop. This has originated with paypal to they should be able to track where this verification attempt came from I hope.
