Paypal just closed my account and there is a dispute in progress of which I can't give a refund and close it! They are still holding money even though I didn't had any dealing with the buyer to warrant him to send money to my PayPal! What's should I do to ensure the owner gets his FULL refund since he has been texting me all along to refund his/her money? Please help . Thank you
