I contacted UPS and they said it is a paypal problem, well paypal then told me it is a UPS problem. something is going on here. neither one wants to deal with the issue. got hit with another round of double charges from my paypal account this morning. I am having the same problem, and I know what an additional charge is, this is being charged twice for the same shipment. Ship/complete should be one charge.  Last week, over $150.00 in charges for actual shipping deducted from balance, when they showed completed another over $150 was deducted from  my balance.
