Here is another idea we should all do:   File a complaint with the FTC   ReportFraud.ftc.gov - Forms   This form allows you to identify PAYPAL as the payment method.  You can specify if you never received item at all to didn't get a refund, etc.   You must list the fake company name, but if everyone that is not being supported by PayPal where these fraudulent companies are allowed to keep our money, perhaps the FTC will require PayPal to stand up to the China Fraud that is going on.   I'm going to file if I don't get 100% refund soon.     ... This is my second time trying to fight one of these fraud China scam purchases with PayPal.   Last time I had to escalate the claim to my credit card company, as PayPal was not going to hold the scammers accountable.  Capital One got ALL of my money back but PayPal was not happy as once I filed a claim with my credit card they would no longer "help" me.   It has been awhile since I got suckered again (Instagram ad)...I thought I looked at the website close enough that it was not a China scam.  Once I placed the order their website changed.  Emails didn't get returned....tracking number initially provided didn't work...when the website CLOSED a few weeks later I filed the PayPal claim. Then.... I did receive the 50 cent toy ring instead of a large cat toy item ($45)....I have been going back and forth.  Partial refund of $14 offered.  I am so angry at PayPal that they allow these scams to continue.  If they held them accountable for shipping junk and trying to keep our money it would slow down the China fraud scams.    I did sign up for PayPal return shipping coverage (up to $30), but note:  These China scammers provide false addresses and claim item not received, IF you can even ship...and will usually cost more than the PayPal program provides... I will probably have to escalate this to my credit card company again...and then CLOSE PayPal once and for all....and never buy from any Instagram/Facebook ads. Too risky in general..... Instagram and Facebook should also be trying to stop the criminals from using their platforms.   ... View more

These companies are getting sneaky.   I did check for a phone and address under contacts. After the tracking link did not work I went back to call and that information was gone.   They sent a cheap, fake toy ring instead of a large pet item.   I know the scam...they will ask that I return it and provide a fake address.  Even if I want to pay the high cost to ship the address they have you send it to usually is fake/obsolete so the item doesn't arrive back (so they claim). This is only the second time I've been scammed because I look the websites over pretty good.  This one got me.   Last time I had to file a claim with my credit card company instead of PayPal, as they were not taking my side.  I got a full refund.  I am giving PayPal an opportunity to make this right first before I file a claim with my credit card company. ... Just in case I haven't shared this before:   Another scam if you actually try and ship it back at your cost....they provide a return address that is not valid so it doesn't arrive.   Or, they just lie and claim it was not received and still refuse to refund any of the cost plus out the additional shipping. ... I have stopped buying off Facebook, Instagram, etc. ads.  I will research the item and find on known website.  They are getting better at disguising the China websites. Warning....I did order a poster from a US Based business off Instagram.  It was a home made poster and such a poor quality image....it was so bad it was almost funny.   People in general are starting to sell cheap crap just to make money.   Side note:   I have found that on Poshmark and Etsy I have had almost no problem.  If there is a problem (usually minor) they step in and assist.  Sellers and buyers behave better.     ... Yes, I learned a lot from this experience. I was just reading the new pay pal policy and it appears they are addressing foreign transaction return fees and requirements to return if product is not as described or significantly less than described. I was very encouraged to read that ... View more

@woodyfire I did get through on Chat but they were not much more help. They did tell me PayPal "may" refund the return shipping.  AFTER I ship the package back I can submit the receipt at    "You may be eligible for a refund of your return shipping costs up to $30 by going to www.paypal.com/returns and activating the Return Shipping On Us program".                I have not looked into if I would "qualify".....   I have them now confirming the address, as UPS showed the city and zip "seller" provided did not match.    I know that is part 2 of the scam.  They then claim they did not receive the item back and still refuse refund.   My credit card company is not involved.  I wanted to start the claim with them, as I am not holding my breath with PayPal. ... Hi, thank you for the tips.  Although I feel I should not be shipping a box of plastic junk instead of the SWAN pet water fountain.  UPS is saying the zip code provided by seller via PAYPAL is not valid.   I am seeing that these companies are also providing wrong addresses so they can claim they never received back and then we are out even more. Since I can't get anyone from PAYPAL on the phone to help...what are my other options?   ... View more

I was just scammed.  I am generally careful and aware.   I even took the time to search website before purchasing.  It looked like a North America based business or verifiable around the world.  I realized I had been tricked into Chinese company, which I know usually send junk instead of item advertised.   Sure enough...box of plastic pieces of nothing instead of my SWAN pet water fountain.  Yes, after I purchased I saw the same ad under various other business names.    I at least thought I would be protected since I used PAYPAL. Why is PAYPAL siding with these fake companies?  Why are they continuing to let them hide behind the PayPal guarantee?    I see Australia has the dissolute option.  What about in the US? ... This is my first time to get scammed from these Chinese companies.  I am generally careful and go to the "website".   This appeared to be a US based business until I finished my sale.  I don't even buy outside North America on eBay unless I can verify seller.   I also fell into a FALSE SENSE OF SECURITY, since I could buy via PayPal.  I thought PayPal would be putting a stop to these Scams.  I will NEVER buy from an unknown business off a social media platform again.  If it isn't' available from a known seller.....I don't need it.   The scammers are getting better at hiding origin.  They also change their company name.  I saw my fake item advertised (same ad) but different vendors.  Why is PayPal  letting these companies get away with sending crap and not holding them responsible???. ...
