This is my second time trying to fight one of these fraud China scam purchases with PayPal. Last time I had to escalate the claim to my credit card company, as PayPal was not going to hold the scammers accountable. Capital One got ALL of my money back but PayPal was not happy as once I filed a claim with my credit card they would no longer "help" me. It has been awhile since I got suckered again (Instagram ad)...I thought I looked at the website close enough that it was not a China scam. Once I placed the order their website changed. Emails didn't get returned....tracking number initially provided didn't work...when the website CLOSED a few weeks later I filed the PayPal claim. Then.... I did receive the 50 cent toy ring instead of a large cat toy item ($45)....I have been going back and forth. Partial refund of $14 offered. I am so angry at PayPal that they allow these scams to continue. If they held them accountable for shipping junk and trying to keep our money it would slow down the China fraud scams. I did sign up for PayPal return shipping coverage (up to $30), but note: These China scammers provide false addresses and claim item not received, IF you can even ship...and will usually cost more than the PayPal program provides... I will probably have to escalate this to my credit card company again...and then CLOSE PayPal once and for all....and never buy from any Instagram/Facebook ads. Too risky in general..... Instagram and Facebook should also be trying to stop the criminals from using their platforms.
