Collusion, that is it exactly. Total bait and switch tactics and paypal not only allows it, but is defending it. Paypal further supports this scam through inaction on complaints, failing to even READ the information provided in the complaint, and believing the sellers base-less lies in their response and treating their "statment" that the "item was delivered" as being factual - despite the complaint CLEARLY spelling out what happened and documents provided and available. Paypal is involved in international fraud, collusion, and swindle.
