I have the exact same issue. I even got Cap One on the phone with a PayPal supervisor and they say they now referred to a "Charge back specialist." Said I should hear back in a week. Nothing. I've uploaded letters from Cap One that they closed the case 1/15/2020, NUMEROUS emails from the vendor showing attempted refunds and PayPal maintains they are waiting for notification from the CC company to close the case. I've wasted hours calling, uploading docs and PayPal will not investigate. The vendor claims they cannot refund me due to the case remaining open. WHAT THE HECK ARE YOU SUPPOSED TO DO TO GET SERVICE? How can you escalate? I called back after the week to ask about the Charge Back Specialist status and was told "there is no such thing. We have to wait to hear from your bank."
