This is BS! The payment cleared the bank when Paypal withdrew the funds. They got the money back from his vendor when the transaction was cancelled. They keep it for 5 days so they can make money on the float.

I completely agree! I accidentally made a payment to the wrong person. Paypal took the money from my checking account in seconds. That person refunded the money, but Paypal would not let me use it for 5 days. THIS IS JUST WRONG!
