Ebay does give the option for you to choose Accept refunds or no refunds, however means nothing when accepting paypal. Even if the buyer just decided he doesn't wan't it, which is a violation, he can claim a not as described item and there would be no way to prove that he broke a violation, its' his word againts yours. The buyer will need to send the item back with tracking however, before paypal will refund him. Beware: If you are thinking of leaving him a "P" feedback with a neg comment, it will get thrown off if reported, and you will get marked with a violation.
