They can be reached by phone if you go through PayPal help, contact us, and down on the bottom is a call option.  First of all it is a toll call, the wait to speak to someone took forever, customer service has been outsourced to someplace like Sri Lanka so language is a problem, but the reps apparently are not trained to think so if you challenge their cookie cutter answer you're placed on hold and they don't come back to you.   Maybe you'll have better success that I.   Signed Ripped Off 2    ... How do I recover funds from PayPal?

First of all, I will never use the create a shipping label feature ever again.  I processed a shipping label and the cost of shipping was processed through PayPal.  Problem...The paper jammed and the label was not printed.  Attempted to void the transaction.  However, the option to do so was not offered.  Waited 24 and then 48 hours tried again.  No void option was ever presented.  Contacted PayPal help and was instructed to do the very thing I have been trying.  Called customer service (toll call no 1-800) and after a long wait spoke to a representative who knew nothing.  She placed me on hold.  I waited for 18 minutes,  Finally gave up.   PayPal deducted the label cost charges from held funds and I want them reinstated so I can withdraw them.  Is there anyone out there who knows how to get PayPal to reverse a charge and reinstate funds?  ...
