Good Evening,   Please Call Phone Support & Have Them Reopen The Case As An Appeal or If The Case Is Still In Your Resolution Center Then You Should Be Able To Appeal It There & It Should Be In Your Favor With Screenshots of Tracking Stating Delivered & Signature Signing & With Reply From Shipping Carrier Stating Buyer Received The Item & Signed For it. PayPal Has Their Own Chargeback Department & Im Not Saying That PayPal Forces Them To Pay Back. Im Saying PayPal Can Reopen A Case With An Appeal From Either The Seller or A Buyer Through The Chargeback Department. PayPal Is Not Just Going Into The Buyers Funds & Taking The Money & Giving It To The Seller. Im Saying PayPal Takes The The Transaction & Puts It Back Up On Hold Until Further Investigation Is Done. They Might Ask For Further Details If Needed. Im Saying This Because Just Last Week I Have Went Through This & 2 Weeks Ago I Went Through This On eBay. Sorry For Your Confusion. Hi There,   eBay Does NOT Have A Live Chat Unless You Are New To eBay Which In That Case I Strongly Recommend You Read The Policy & User Agreements That PayPal & eBay Have Together To Know What Your Signing Up For & What Your Getting Youself Into Selling On Their Site(s). As For Your Holds On PayPal, To Receive Your Funds Quicker You Must Add Tracking Info & Once Both PayPal & eBay Systems Read The Tracking Info & Can Confirm That The Item Has Been Delivered, Your Funds Will Be Released 3 Days After & If Its Not You Can Either Call PayPal & They Will Release It Manually For You OR You Can Call eBay & They Will Transfer You To PayPal & Also Provide An SR # Along With A Unique Transaction ID To Provide To The PayPal Agent So They Can Ggive eBay A Call About Your Specific Situation. Keep In Mind That If Your Item Is Delivered Lets Say On 3:49pm, Then It Will Be Released 3 Days After Delivery At 3:49pm. SOMETIMES If The System Reads That It Is A Low Amount Payment & Your A Good Seller Then SOMETIMES The System Releases The Funds 1 Day Earlier BUT Since Your In Live Chats With eBay Which This Is Only For New eBayers Then Your Funds Will Be On Hold Until 3 Days After The Delivery Date. This Program Will Further Until You Sell 25 Items In Total & Up To $150 In Total For Sales & Have Been An Active Member On eBay For More Than 90 Days. After This Program Is Complete Then They Will Lift This Off Your eBay & Paypal Account & You Will Receive Instant Payments To Your PayPal Funds IF You Require Immediate Payment(s) From Your Buyers. Keep In Mind This Is Not Done To Take Your Money Away From You, This Is Just A Common Basic Practice Done To Ensure That If Anything Is To Go Wrong With The Tranaction Then The Hold Is To Prevent The Seller From Spending The Funds & Risk His/Her Account Balance Going Negative. Once An Item Is Delivered The Buyer Has 3 Days To Open The Package & See If He/She Is Satisfied With The Item(s) & If Not Satisfied Then They Have 3 Days To File A Claim/Dispute On eBay/PayPal. Also, Keep In Mind That If Your Account Graduates From This Program But PayPall System Sees That You Have Many Cases & Refunds Opened & Closed Then They Will Add Another Pending  Program To Your Account For Up To 3 Months Until Your Account Is Cleaned & This Program Will Affect ALL Incoming Payments From Any Site(s) That You Have Buyer(s) Not Just eBay! The Holds Are To Ensure That eBay & PayPal Is A Safe,Secure & Trusted Place To Shop & Sell To Each Other. Keep In Mind The Higher The Payment Is The Longer The Hold Might Be & The More PayPal Might Investigate Into It BUT As Long As You Develop A Good Selling History Then Your Funds Will Be Released Quicker. Hi There,   Best I Can Tell You Is To Make Sure Your Payment Method To Send This Out Is Your PayPal Balance. Also, Make Sure That Both Account Currencies Are Correct! Hi There,   Great Question! PayPal Accounts Can Only Have 1 Account Holder. However, You Can Ask To Receive The PayPal Business Debit Mastercards & Can Add A Secondary User Meaning The Secondary Person You Add To Receive A Secondary Card Will Be Authorized To Use The Money On That PayPal Account & Withdraw Money From It As Well! Now, If Theres An Issue With The Account or A Transaction That The Secondary Card Holder Made Then He/She Can Call In Via Phone Support BUT The  Account Holder Must Give Consent To The Agent That You Allow The Secondary Card Holder To Speak Just After You Answer A Few Questions. Hi There,   Sorry To Say But There Is No Other Way Besides Transfer To Your Bank or Your Debit Card. Keep In Mind That You Can Link Any Pre-Paid Debit Cards To Your Account & Withdraw It At An ATM With A Small Seperate Fee Charge Ffor Withdrawal. As Mentioned By Another Community Member You May Send The Money To A Close Friend & Have Them Withdraw It For You & You Can Reimburse The Fee If Requested OR He/She Can Pay You Cash Out of His/Her Pockets The $35 & You May Just Send Them The Reimbursement Via PayPal But This Requires Trust As PayPal Wont Be Able To Help You Get This Back Most Likely!
