That message you're getting means that you're in the same nightmare world that the rest of the victims of this problem.   I managed to escape by adding a phone number to the shipping-from address, which is not the same as the address on the paypal account profile. ... View more

Adding the phone number to the ship-from address (which the page says is required only for international shipping) fixed the problem.   Thank you, Olivia.   Though I do say that the fact that in 5 months of having this problem no one thought to mention it - combined with the page being wrong about it being only being necessary for international shipments - is astonishing.   I had tried your 2nd suggestion (creating a UPS account first) many times before, and it didn't make any difference. ... Actually, let's not let it go at that.   Olivia, you said this is a "known issue." How long as it been known? It's been affecting me for four months now. What is the expected time to resolve it? On page one you insisted that the issue was fixed when it actually wasn't. It took me posting SCREENSHOTS OF YOUR SITE FAILING to get you to admit otherwise. So can I look forward to more assertions that the problem is fixed when it demonstrably isn't?   What's the actual nature of the problem? Whose fault is it?   It's worth noting that in the entire sordid history of this issue not one person from PayPal has ever expressed anything even remotely approaching an apology for the inconvenience. In lieu of that, I'd accept a promise from you, Olivia, personally, that you will stop asserting blithely that everything is fine until I can print just ONE UPS label successfully.
