Check your "Settings" first. A wheel button next to "Log Out". Go to "Seller Tolls", and you will "Payment receiving preferences" at the bottom of the page. Click Update next to it. Choose "Yes, accept payment and create new holding balance in that currency" in the menu option. Another issue may be in your local country PayPal policy. Possibly you live in Europe or your account is registered in the European country. Contact you local PayPal via phone (call them) by finding the number from whithin your account and ask an operator to switch that exactly card to USD currency. Mark it as USD card for PayPal. There is no such a switch setting online, only manually via phone call and operator conversation. If this is not your point (you live in the US), then maybe it is something with that exactly bank transaction or shopping point (payment receive side).
