If you own a Personal PayPal account and you are using it for selling items on eBay, you will be allowed by the system for a limited number of sale transactions. Then eventually asked to upgrade it to Business. A standard agreement between PayPal and Ebay. I do apologise for the frustration on your part. As for your business name, if you choose to register it as a Sole Proprietor, you can use your name.
