Hi,   If the transaction in your Paypal account already says completed, only the seller can process the refund.   If you were charged by Paypal on your card or bank account, you may want to contact them to file a dispute instead since in your Paypal account, it isn't recorded.   Hope it helps! ... Hi,   Bank accounts have the routing number and the account number. They don't have the codes unlike with the cards. If there is a card attached to the bank account, you have to link it separately to your Paypal account before you can use it.    Here are articles that can help you: 1.
