Paypal Account not talking to UPS account

I used to be a regular ebay seller, using Paypal and UPS to handle all shipments. After a long hiatus, I allowed my UPS account to expire. Now that I am ready to make another ebay shipment, I can't get Paypal and UPS to talk to one another. I reactivated my UPS account using the same 6-character identifier as before (which appears to be the link between the two systems) but a slightly different UPS User ID. I even removed and re-established the UPS account in Paypal. Now when I try to ship I get a Paypal error: "UPS is having problems identifying your account details."
Is there a time delay before the new UPS account is accessible by Paypal (perhaps because the special UPS pricing for ebay sellers takes 4 business days)? Everything on the UPS side seems kosher, and my address details and credit card information match in both systems.
