I get this message(Your card was declined by the issuing bank. Please try a different card or contact your card issuer with questions.) even that the bank gave me the code and confirmed there's no declining to my card and still I can't put the code because of this message

Needs to be a credit visa in your country, is that what you are trying to add?

Does the billing address of the card match your paypal account address?
