Please help! Paypal, for some reason is no longer connected to my Bank Account. (India)

I work in India btw. I worked as a freelancer where I earned money through Paypal. Last week, one company sent 0.01 USD to test if my Paypal is working or not.Then yesterday, Paypal sent me a physical letter which stated that "Paypal has issued this Demand Draft because your bank returned the funds transfer. Please call your bank to confirm your bank account details and update your PayPal account. Until then, your PayPal account will be limited from receiving payments".
After reading the letter, i checked my Paypal account, only to find out that balance is for some reason is negative -3 USD (before it was 0 USD) and my bank account is no longer connected to Paypal. When I try to reconnect by giving ifsc and account number details. A message pops up stating "We're sorry. We're not able to process your request right now. Please try again later."
How do I reconnect my bank account to paypal? I tried contacting PayPal through phone for help, but they all have currently is their AI message bot. Is there anyway to contact a person from the company?

I understand that you want to link your bank account PayPal account. Please read this article to know how this can be done. You can reach out to the Support Team during business hours by clicking the contact us option at the bottom of PayPal page for any additional help. If your unable to login or are not in access of your PayPal account, you can connect with us via phone call as "as a Guest" (this does not require you to sign in to your PayPal account).

Did you confirm your bank account after adding it as per link for your country?
Takes 5 business days for the code to show on a bank account in your country.

As you have the auto withdrawal of funds in your country you need to make sure your bank is confirmed before receiving funds.
Also to be able to receive funds in your country read the below link.

But I have this bank account already connected to my Paypal for some time now (more than 1 year). And I have been using this Paypal account regularly to receive payments internationally. But all of a sudden, bank account got disconnected from paypal. And when I try to reconnect by inputting ifsc and acc no. This message is showing: "We're sorry. We're not able to process your request right now. Please try again later." It's been a long time and still this popup is showing whenever i try to link my bank account.

If you have had a failed bank transfer or negative balance then you may not be able to add the same bank.
All you can do is ask customer services as already advised by the moderator above.

Currently, I have had an transaction after that, so i no longer have negative bank balance (its now 99 USD). Does that mean i can connect to the bank account now?
