My Debit Card declined to link to my paypal account

Hello so actually i opened two accounts on paypal and my debir card linked to one of them then i changed to the other then when i try returned to the first one they say : linking this debit card declined please help me

You can only have 2 paypal accounts if x1 is personal and the other x1 is business, if you have 2 of the same type you risk being limited.

You can only link a card to any paypal account x3 times if more than that you can't.

Also if you remove it then leave at least 72 hours before trying to add it again and clear your cache/cookies first.
