I can't get a new code to link my card - also my card is from another country from where I am

As the title said. I've been having trouble for some months. PayPal ask me to put the Billing Address of my credit/debit card, but they only give me options for my home country in Argentina, but my card is from the US. I had issues before, but sometimes it accepts it, but it is somewhat random; nonetheless, I've been able to use PayPal before.

The card that I can't get a new code is a card that I linked and used successfully before, but it got removed for no reason and I can't get it to link it again. I asked for a code, but my bank didn't receive absolutely nothing; no code or the small charge that shows it, and now I can even get a new code. It tells me to ask for help, so I did.

Also, I connected my bank account to PayPal, the one from this credit card, but it doesn't seem to do nothing. I never linked a bank account to PayPal before and I could use it just fine. I don't know how it can aid me.

Thanks for reading and I'd really need to fix this soon, I have to purchase some software for my work and send some money to my girlfriend for treatment for my daughter.

Paypal is country specific so you have to open a paypal account in the country you reside in and add an address / phone number / bank accounts / cards from within that country.

You can however in most countries add a U.S bank account (not card) to your paypal account. This is because paypal is a U.S company and allows that option for U.S Paypal account holders working in other countries.

Either way, how can I use my Bank Account to pay and send money? I can't get a way to do it.
