Help!!! Why I can not add balance to my PayPal Account?

Why I can not add balance to my PayPal Account? I have linked my visa card to PayPal and I would like to add fund to my PayPal account but there is no options for me to add balance

Not all countries have the option to add funds to a balance.

However why would you need to? When you purchase an item paypal will auto-take it directly from your card, you don't need a balance to pay for items.
