I applied for a PayPal account in Belgium and wanted to bind my Chinese mastercard. But I tried for several days and failed. The prompt is "Your card has been declined. Please try a different method." Since I am in Belgium the telephone customer service only speaks Dutch and French. But I don't know these two languages at all. I really need to bind this card with PayPal to support my life and study. Can I solve this problem through email and bind my mastercard? Or solve it in other ways? Please help me.
Paypal is country specific so you have to open a Paypal account registered in the country where you now live. You would then need to add an address / phone number / bank accounts / cards from within that country.

Thanks for your reply! Do you mean I can't link a Chinese card to PayPal in Belgium? I have linked a Chinese visa card. And many international students like me have link their Chinese mastercard.
In addition, due to the difficulty of renting a house, I can't apply for a local ID for the time being, and I can't apply for a local reliable bank card. So I really need to bind my mastercard.
