Can't link bank account, says I should try later every time

So I've been trying to link my bank account to my paypal account, but it keeps telling me that they can't process it or whatever, and that I should try again later. It keeps saying that and I've been trying for literal years... Does anyone know what's up, and what the cause and/or fix might be?

Check if you are not using a vpn and also check if atm card isn’t expired
