Why does my withdrawal status show "Complete" but the funds aren't in my bank account?

I process my payment since May 9, Paypal says it has completed and it will arrive on May 15. Till now it hasn't been arrived on my bank account. The bank also says Paypal rejected it. No where would my money goes? It has been 8 days right now.
