When does the recipient receive an email notifying them that they've received money?

I have sent money from the United States to a recipient in Canada using my bank account with a backup credit card. At the time of sending, the PayPal app said that the payment would be instant. However, upon further review, both the confirmation email I received and the transaction details under my Activity note that "Your recipient should have the money by..." and lists tomorrow's date. That is fine with me, as I am assuming because this is an international transaction, it may take 24 hours to process.
I do not see any indication that the friends & family payment was "completed." Furthermore, the money has not been deducted from my bank account as of yet (only a few hours have passed). Again, understandable as I will at least wait until tomorrow's date as indicated.
My question is, however, when will the recipient be notified that they've received money via email, etc.? Have they already been notified or will the notification occur once the money is debited and the date mentioned has passed? Is the transaction complete yet or is it still pending technically (even though there's no visible 'status')?

The status of your payment can be seen in your account Activity Section as well as in the transaction details.
If the payment was not sent instantly and the status is showing as ‘Processing’ this may indicate that we’re processing your payment and the transaction should be completed shortly, as we initially have to await receipt of the funds from your bank before the funds can be transferred to the recipient.
The processing timeframe is determined by your financial institution, however, it would typically take 24 hours for funds to process at which point we will immediately transfer them to the recipient. Both you and they will be notified via email when this has taken place.
