Paypal holding refund for a month

PayPal is so annoying. 

I received a refund on October 30th and they have not transferred it to my credit card. 

When I called I was told that refunds can take up to 2 billing cycles to appear. 

COME ON. That money is in PayPal's account. It's 2023 and credits are handled electronically. It's not 1990 anymore. 

Has anyone else had this problem? 

The worst part is that there is no way to file a complaint with PayPal that I can find. Seriously, I have become so sick and tired of their service I don't want to use it anymore. This kind of gaming is incredibly dishonest. 

I want to file a complaint.

I cancelled an order with 1‐800-Flowers that I had paid for with PP credit. PP Credit only cancelled half the amount. Two months later and the other half is still there and they keep saying wait 1 to 2 billing cycles. I think that's PP code for f off.
