Item returned but refund hasn't been initiated yetd.

It's been about 3 weeks since I returned an item to a retailer and they have not yet issued me a refund to my PayPal Credit account.
I've asked support in PP to help me but they said that doesn't sit within their power?!

If you just decided to return it as buyer remorse then any refund is between you and the company you purchased from.
Paypal covers you for non receipt of item OR item received but not as described 'if' you filed a dispute citing one of those options.
Advice is voluntary.

The seller and I agreed on the return and refund.
They haven't issued a refund through the PayPal credit card and kept the item instead.
How is that not an issue of the payment provider? I have provided tracked information and everything about the return of the goods.

Paypal gives you buyer protection for non receipt of item OR not as described, anything else is between you and the merchant.
Even credit cards don't refund you for no reason.
