Fees aren't returned when a refund is given?

Someone sent me $250 by mistake.  PayPal took their $7.48 fee, so I had $242.52 in my account.  When I issued the $250 refund, PayPal decided that the money would come out of my bank account - and they KEPT the $7.48 fee.  What the heck?  Whenever I have issued refunds in the past, the fee was refunded back to me.  Did this change?  If so, this is stupid.

That hasn't happened since 2020!!

Paypal no longer returns the fee you were charged when your buyer paid as part of any refund that you issue.
Paypal processes your buyers original payment and then the refund for you, the fee is for providing that service.

I appreciate the response.  I could have sworn that this was a new thing.  But since it isn't, it still stinks, especially since this person sent me the money by mistake.

This did happen to me once, I refunded but MINUS the fee element, I sent a note with the refund explaining that as it was their mistake I would happily refund but minus the fee that I was charged. Maybe do that in the future? You could also call paypal customer service and explain what happened and see if they will refund the fee as a goodwill gesture?

Now that I know PayPal won't refund the fee, I will definitely do that in the future.  Thanks for the tip.
