Can't get past "The refund amount must be less than or equal to the original transaction amount."

I'm attempting to get a refund via the Resolution Centre.

I have entered the exact amount of the purchase but get an error "The refund amount must be less than or equal to the original transaction amount.".

The refund amount IS equal to the original transaction amount. 

The stupid chat bot goes around in circles when I ask.

The single post I found here to someone with the same problem had a response from a moderator who recommended asking for help via the Contact link on PayPal website (which doesn't offer any way to speak to an actual person) or to contact help via Facebook, Instagram or Twitter. I have no accounts with these services and don't want one.

How do I reach an ACTUAL PERSON to help with this refund process?

The only way I found to do it is to talk to the stupid chat bot and tell it that you want to speak to an agent.
