I have a seller than wants to refund my PayPal account and has asked for my account # to do so. Is this a legit thing to do? If so, what information do I provide and where do I find that info?

As long as its within 180 days of you paying then all they have to do is find and click on your transaction in their paypal account and hit the 'refund' link at the bottom of that details page.
