pending transaction because I`m IDP in Ukraine

Hello! My transaction had the status "pending" because the bank card was received on the territory of Ukraine, which Russia temporarily occupies. What should I do in this case? I am an Internally Displaced Person and actually live in the free Ukraine territory.

Paypal account holders in the Ukraine can now receive payments with the recent change of policy, but they are restricted to receiving only friends/family payments as per link.

However the friends/family option is not available in every country.
You still can't do commercial transactions and receive goods/services payments.

So is your payment pending to a seller or an incoming friends/family payment?

You can't receive that sort of payment as I said above, you can only receive friends/family payments.

So is it pending on the senders side or yours?

 

Or do you mean you are paying someone and its pending?

In which case is it pending awaiting authorisation or pending with a clearance date ie an echeque?

Yes, I mean that I am paying someone and its pending.
The transaction is pending by PayPal because the bank card was received on the territory of Ukraine, which Russia temporarily occupies

Not sure that would make a difference, the country is still the Ukraine even if they are occupying it illegally surely?
