Shopify payment pending problem

We have a Shopify webshop and have issue with orders with Paypal payment, where it stays "Pending" and never go through.

It happens for almost all orders with Paypal payment..

(We have tried changing the email addresses, so they're the same : Shop owner and paypal email)

What could be the cause and how should we solve the problem?
