Pending payment on a refund

A seller sent me a refund on an order I made and Paypal has put it on hold as well as charged me(the customer) a fee. The seller is in South Korea so language is also a barrier and they are stating that from their end the "merchat/service" or "personal" option does not exist. I've refunded them the amount and even tried seeing if me requesting the amount and them fulfilling it makes a difference but it's still the same. Does anyone know how to fix this? For some reason I can't just leave a message for paypal except through the unhelpful bot in chat. Thank you!

They do not have the friends/family option in Korea but you would only use that option if its over 180 days since you paid. If it is over that timeframe then they refunded you in the only way available to them via paypal, maybe xoom would have been an option?

 

If its under 180 days then tell them to click on the transaction in their paypal account and hit the refund option bottom of that details page.
