Title says it all. I was refunded by an online retailer last Thursday and I still can't access my money. You were happy enough taking my payment instantly so why can't I have MY money back?

It’s now 2021 and I have exactly the same problem. Paypal want us to use them for business but this is how they manage your money.  Disgusting.  I will no longer be using PayPal for my business and I will post his to the UK Independent Traders Association page.

Pending refunds can only happen for two reasons.

1. The seller has issued a refund from their bank account which takes time to process.

2. You funded the payment to the seller using bank transfer. What PayPal do here is credit the recipient on your behalf (so there is no delay in despatching your item). Then if you receive a refund in the meantime they are unable to issue this until the original bank transfer completes.

Pending refunds apparently are being held on purpose for over a week. I've been with paypal since 1998 and never has their been a delay with refunds until the past couple of months. These refunds where given from a  balance. No E-check no Bank account transfer............... yet Paypal is holding my refund for over a week. I bought something.....seller said sorry I can't find it I'll refund you..... it takes Paypal a week+ to give me my money back. This has happend twice to me in the past 2 months. And I hate how it says "I" requested a refund.

In that case option 1 would apply in your case.

Even if the seller had your payment in his balance he would not have enough to issue a full refund as paypal do not return the fee that they charged the seller when you paid as part of any refund that they issue.

So if they didn't have enough in their balance it would be 'funded' from their bank account as an echeque.
