Hi i have received an amount from my sister in law and it is a normal transfer from her for my daughter’s birthday. However the amount was put on hold and paypal is asking for a shipping number. It is a personal kind of transfer so obviously i wont be able to put any shipping reference. How can I release it from being on hold?

As you don't have the friends/family transfer option in your country then all payments are received as for goods or services and so are subject to the new seller hold as per link.

However If you mark the transaction as processed then the sender may have the option on their account to mark the transaction as delivery/satisfied. If the sender confirms this by clicking on the "Confirm Receipt" button, funds may be released sooner ie 7 days after the sender verifies receipt. This is not always available or guaranteed. 
If not then sadly its 21 days.
