Can't find my refund (after more than 30 days)

Hi,
I never received a package that I ordered, so I contacted the seller directly and did not have any problems in receiving the refund from their side (they sent me evidence that they made the refund). However, after 30 days I still have not received my money. I have checked both my Paypal and bank accounts. So, I would like to know what could be happening or what I can do.
Also, as an alternative, I would like to know how to contact customer services to resolve it, especially by email. I tried the message tool but doesn't seem to be a very helpful bot. I saw the option to call them, but I am in Switzerland and they only have the option to call them through German or French phone lines which I don't speak. Any phone line outside the country would cost me a lot of money. I cannot believe there is not a contact email for this (or at least I cannot find it).

How did you fund the initial payment to the seller?
Was it card / bank account or balance.
Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.
1. Paypal phones when available (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.
Or
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.

The payment was funded with my card.
As I said, the phone lines available in the country where I am right now are in languages that I do not speak, and they do not seem to have a live chat or email where I can contact them. I guess I could try social media but that would be my last option.
