If its on hold and not pending then it sounds as if your son sent the funds using goods/services and not friends/family so paypal saw you as a seller and applied the new seller hold as per link.

Ok that makes perfect sense. I understand why the money would be put on hold. To protect the consumer. However considering this is the first time using the card and the money was sent from my son. What can be done to release the funds?? Thank you!!

He should have used the friends/family option then you would not have received the hold.

You could try marking the transaction as processed then your son may have the option on their account to mark the transaction as delivery/satisfied. If he confirms this by clicking on the "Confirm Receipt" button, funds may be released sooner ie 7 days afterwards. This is not always available or guaranteed.
If not then sadly its 21 days.
