Why is this adult site allowed to use Paypal?

I'm very curious about why some adult sites like WankzVR (see below) can accept payment via Paypal. Isn't this against Paypal's Acceptable Use Policy mentioning "sexually oriented materials"? If OK, why?

I can still add hundreds of adult sites like this. 

"Paypal made a deal with epoch earlier this year, paypal is willing to ignore some of its rules when it comes to large enough networks.
