The addresses are correct and IDENTICAL to the one they suggest to use.
So I have to go to USPS.com to finish my transaction. Pain it the rear. Paypal, please fix this.
As frustrated as everyone is with paypal's shipping service, I think this is user error on your part. You say that the address is IDENTICAL but it probably isn't. One example is that someone may enter their city as St. Louis but what it really wants is Saint Louis. Just make sure you look for abbreviations and spell them out fully. You can edit the address for them.
