Problems with Shipping2 Variable

I would like to charge customers a flat shipping rate for multiple items. That means that if they ordered one item, it would be $5 shipping. If they ordered two, three, four, or five it would also be a total of $5 in shipping charges.
The "shipping2=0.00" variable seems to do this, but I have multiple flavors of my product which are selected through a drop-down box. This variable works fine if a customer chooses the same item in the exact same variety, but not if they choose two different flavors. These are the same items, with the same price, just in different flavors.
Is there a way to get PayPal to allow me to charge a flat shipping rate for multiple items of different varieties?

I'll put a bump on this question.
I have exactly the same issue. Different types of products that I want to use flat shipping for, but not 'one size fits all'.
