Please explain how to set shipping rate..

Hello,
This is my first experience to add "Website Payments Standard" on my site. I am satisfied with most of the options provided by PayPal in "Add to Cart" button, but stuck at only one point.
I am familiar with Html, so if you guys will guide me through this, I will be able to do it on my own.
My site is www.india-jewel.com
We sell jewellery items.
I need to give discount rate on shipping charges of multiple items of same category.
For example if someone buys 1 piece of any given jewellery item then we charge extra shipping charge. How I want to set this thing is that... every 2 items will have full shipping charge, but next item will be free of shipping charge.... like for example if buyer buys 3 ear-rings of ER-OS-08 category then we will charge shipping on first 2 items and 3rd earring will not have any shipping charge.
I want to set this type of shipping rate for each item on my site.
Please explain me how to go about this. Do I have to write something in"Add advanced variables" to achiev this? If so, can you please show me what to write, how to write and where to write such html coding on add to cart page.?
My site is stuck at only this point. please help.

I don't know how to implement what you explain but I wonder if you can acheive something equally acceptable using weight or total order item quantity.
Why would the full shipping be reset just because someone moves to a different category? For example, if:
A x 1 is $5
A x 2 is $10
A x 3 is $10
Shouldn't:
A x 2 and B x 1 really be $10 also?
If you're trying to incentivize larger orders, doesn't that work?
