PLEASE FIX!!! Issues with Tracking and Labeling negative affecting merchants.

I've tried everything.  There is no option ANYWHERE for suggestions to problems with the site and how it works.

 

This issue is HUGE for merchants.  Especially small time ones like myself who can't afford loss or loss of customers.

 

I had an issue with my printer not working.  So I decided to forget about using the shipping label feature and asked to refund the label since I could not use it.

 

So far seems fine...

 

But then my Customer is notified of a "refund".  They are lost and confused thinking I'm sending a refund for their item ordered.  I am NOT!  I just don't need the shipping label.  

 

So now I have to explain the problem with the shipping label...call paypal to make SURE the only the shipping label was refunded and not their entire purchase amount.

 

The amount for shipping SHOULD NOT EVER BE SENT TO THE CUSTOMER!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

 

The fact that the shipping label did not print and had to be refunded HAS NOTHING TO DO WITH THE CUSTOMER!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

 

This makes my company look unprofessional, confuses and scares off customers and possible repeat business, and end of story this information should not be shared with the costumer at all.  There is no reason.  If I issue a refund for the shipping label that does not mean I won't ship.  It is a purchased I MADE to use the shipping label service...NOT THE CUSTOMER!!!!!!!!!!!!!!!

 

Where do I file suggestions and complaints that can be heard by paypal?  This is unacceptable.
