Increasing Quantity doesn't increase set shipping cost

I have a set shipping cost for my items. If my customers want to buy more than one of the same item, why doesn't the shipping amount multiply by the quantity? Thanks for any help you can give me.

Try going to profile, selling tools, shipping preferences and set your profile to calculate shipping based on quantity.

I have am also experiencing the same thing.  I have also done the above suggestion and no change.  Any more ideas?
